CASE NARRATIVE
Issue and Opponent: The construction of a waste incinerator near the major residential center of Panyu in China. When news of the constriction broke, local residents claimed that it was the first time they had heard of the project. Polls indicated that over 95% of residents were opposed to the construction of the plant. Dilemma Action: Despite constitutional claims to the contrary, protest is de facto banned in China. The DA focused on gathering opponents to the plant in a public space. Approximately 800 persons gathered, with pre-printed signs and slogans, gas masks being the most prominent symbols of air quality concerns, protesting via sit-in outside of Guangzhou City Hall. Outcomes: Approximately 100 police arrived at the protest and responded violently, including forcible dispersion using riot shields. News of the event and the reaction spread on social media and international news. While plans to construct the plant advanced, this was one of the most visible environmental protests in China and helped encourage other similar actions.
