WIDELY HELD BELIEF

The Pak Mun Dam is damaging to lives and environment and should not be constructed.

CASE NARRATIVE

Issue and Opponent: The Thai government began planning to build a hydroelectric dam on the Mun River in the early 1980s, and construction began in 1991. The local community had protested the building of the dam from the start but had not had success in changing the plane. Dilemma Action: The protesters engaged in a series of actions, but the one that got the most media attention and helped to expand the group into a broader public took place in 2000 when protesters created a mock village, “which mimicked the villagers’ lives,” on the streets of Bangkok outside of the Government house for several months. “The protestors essentially recreated their village on the streets by constructing makeshift houses, digging trenches and putting fish in them, and acting as if they were at home. This action was highly visible to the outside world, receiving a great deal of media attention. This protest also appears to be what drew the middle class of Thailand over to the villagers’ side.” Outcomes: While the protesters didn’t stop this dam, their actions prevented future dams and also led to the dam being opened for four months a year. The DA got media attention and broadened support for the protesters.
