CASE NARRATIVE
Issue and Opponent: A major opposition spike to the autocratic rule of President Nazarbayev in Kazakhstan was the creation of the political movement Democratic Choice of Kazakhstan (DVK) at the end of 2001, which was set up by the representatives of the political and economic elite. The movement was organized on the wave of broad public support – the economic situation was improving due to rising oil prices but opportunities for reforms seemed to be reducing under the increasingly autocratic rule of President Nazarbayev. Nazarbayev’s corruption was publicly displayed, especially through the constitutional amendments allowing him to stay in office for life, giving immunity to the president’s family, and legitimizing authoritarian rule in the country. Dilemma Action: In 2009, the socialist youth activist group Sotsopr organized a series of political actions targeted at Nazarbayev’s regime. They started to plan flash mobs that featured members wearing sheep masks and rallying in support of Nazarbayev. They chose to hold these flash mobs during the official state holiday dedicated to the day of the capital. The activists would fall to their knees and perform rituals in Nazarbayev’s honor, demanding that a new authoritarian regime be introduced to the country. This was mocking the reverence paid to the authoritarian government. As a sarcastic way to praise the holiday, they also held hard-boiled eggs in their hands and called to declare July 6 the most important universal holiday and “Astana Easter.” Outcome: People in the sheep masks now carry out their performances at lightning speed and in deserted places, otherwise arrest and more trouble cannot be avoided. The activists also acknowledged that the size of Kazhakstan and the lack of communication infrastructure made it difficult to organize these events on a larger, mass scale. The events of those years were very inspiring and dynamic, people would buy the newspapers every week to read about new investigations and new political commentary, and political technologists of DVK started to build a party project and engage youth expecting to participate in the elections.
