CASE NARRATIVE

Issue and Opponent: The city of Kolomna is frequently used by Moscow as a place to offset their waste disposal given that the Volovichi trash dump is located nearby. Citizens of the city have previously complained about the odor and potential for increased pollution and health risks as the amount of garbage being sent to Kolomna spiked in April 2017
Dilemma Action: Residents of the city protested for the closure of the Volovichi landfill as well as to end the construction of a waste treatment plant under construction. More than 400 protestors participated in the protest by blocking the road and refusing any dump trucks coming from the Moscow entrance into the dump.
Outcome: The movement was ultimately successful as the landfill was closed in November 2019, although the criminal charges against several activist leaders such as Viacheslav Yegorov are still not dropped.
The dilemma action is part of a larger campaign to end the displacement of trash from Moscow to many smaller Russian cities such as Volokolamsk, Klin, Tarussa, Tuchkovo, and many others.
