CASE NARRATIVE
Issue and Opponent: The issue was the violent response of the Burmese military regime to the 2007 Saffron Revolution protests, and reigning superstitious beliefs held by the junta. The main opponent was General Than Shwe.
Dilemma Action: In several townships near Rangoon, stray dogs were seen roaming with pictures of Than Shwe and other regime leaders strung around their necks. Associating anybody with a dog is a very serious insult in Burma.
The commonly held assumption that formed the core of the dilemma action was firstly that being associated with a dog is a serious insult, and that Than Shwe, the military junta leader, was responsible for mass violence and corruption during the Saffron Revolution, and deserved to be insulted. One such measure to ensure insult was hanging photos of Than Shwe on stray dogs throughout Rangoon, a very offensive measure. The lose-lose of this is either to respond violently to a faceless protest, forcing the government to kill or punish stray dogs, or, in tune with their superstitions, allow themselves to be degraded and insulted, and look weak on a national scale. This would be classified as a rude gesture, or the delivery of symbolic objects.
Outcomes: No measurable outcome, very little information on the number of participants or effects, one source claims police ran after the dogs. The Dilemma action was part of the larger Saffron Revolution. The group regularly used dilemma actions such as mail-in underwear campaigns (SEE CASE PANTIES FOR PEACE), publicly distributed pamphlets and graffiti, demonstrations, and refusal of alms. Another such superstition was male contact with female undergarments stripping the male of power (SEE CASE PANTIES FOR PEACE), which was utilized by dissidents who baked cakes in the shape of underwear, emblazoned with Than Shwe’s face, and fed said cakes to stray dogs in public.
